The Best Fan Artist Hugo category was established in 1967 and has been one of the Hugo categories ever since.
The category recognizes fan art as distinct from professional art. The latter is art done for pay. Fan art is commonly cartooning, but it can cover any art done for fannish purposes which is for pleasure (or egoboo) and not for pay.
Fan art historically appeared primarily in fanzines, but it is definitely not limited to fanzines and today is probably more likely to be found on the web or in convention publications.
