He was editor of the fanzine Mota (which received a nomination for the 1979 Best Fanzine Hugo) and collector. He was the 1979 TAFF winner. Shortly before his death, Hughes endowed a science fiction collection at the Windsor (MO) Public Library. He was Assistant Editor of Science-Fiction Five Yearly in 1976 and at the time of his death he was working with Jeff Schalles and Geri Sullivan as editor of Science-Fiction Five-Yearly #11. He also published a FAPAzine, Seeds & Stems.
