Vincent E. Manning, an Indiana fan, was a member of the Decker Dillies. He published Pluto with Marvis Manning, and attended Chicon, the 1940 Worldcon, and Denvention the following year.
Like all the Dillies, Vincent had gafiated by the end of World War II. Vincent’s other avocation was as a radio ham. In the war, Vincent served in the signal corps in Hawaii and the South Pacific.

There is no evidence in the public records that Marvis had a relative named Vincent, however.
