Bill Panter was a fan from Kettering, UK, active in the 1950s. In 1952, he became co-founder with Denny Cowen of a fan club in Kettering. In a 1954 letter, Cowen referred to it as the Kettering (Northants) SF Society but the Kettering Astronautics Society is listed as the organising body of Cytricon in 1955, implying a change of name and focus.
He is listed as a member of the Supermancon in 1954 and he chaired the first Cytricon in 1955, but in common with the other Kettering fans did not attend any of the subsequent Cytricons and seemingly disappeared from fandom.
