The 1979 Best Fanzine Hugo was presented August 25 at Seacon '79.

Seacon '79 only listed the order of finish for the first three places.

Locus edited by Charles N. Brown and Dena Brown received sufficient nominations to appear on the final ballot, but was withdrawn by the editors. Dave Langford had been Hugo administrator, but resigned when Twll-Ddu was nominated.
