Bill Plott. From Guy Lillian's Challenger.

(1942 –)

Billy Joe Plott, a fan living in Alabama, was first active in the late ’50s and early ’60s. He was one of the founders of SFPA (of which he served as OE), gafiated and returned to fandom in 2012. He also was a member of the ISFCC, N3F, ALA-APA, SFA (of which he was secretary), and SFG. His publishing house was Banshee Press.

Perhaps inadvertently, he spread the Dave Locke death hoax in 1963.
