A bid led by Dave Kyle for Syracuse, NY at Pacificon II in 1964. The bid committee was actually aiming to win the 1966 Worldcon, and put in the 1965 bid as a token. (The other bidders were London in '65 and Virgincon in '65.) George Scithers reports on the Pacificon II site selection:

"Dave Kyle put in a token bid for Syracuse, which is actively seeking the '66 con, and then withdrew it in favor of London." which went on to run Loncon 2.
