John Millard was an early Toronto fan. He was one of the founding members of The National Fantasy Fan Federation (N3F) in 1941, attended the 1941 Michiconference, was part of the Toronto in 1948 Worldcon bid and the later, successful, Toronto in 73 bid. He chaired the resulting Worldcon, Torcon II. He administered the Walter Gillings Travel Fund. He was Fan GoH at Rivercon X in 1985. He was one of the organizers of Secondary Universe IV.

Millard was also a member of First Fandom. His photo, taken in 1994 (by John L. Coker III, current president of First Fandom), appeared in the Spring, 1999, issue of Scientifiction: The First Fandom Report.
