Francis R. Fears was a UK fan from London active in the 1940s and 1950s. He was a member of the British Interplanetary Society (BIS) and attended the meeting that led to the formation of the Science Fantasy Society (SFS) after which he became its first secretary.

Fears doesn't appear to have been in evidence fannishly speaking before 1948 when he attended the Whitcon.
