The 1973 Best Novelette Hugo was presented September 2 at Torcon 2.
This category had been merged with Best Short Story since Heicon '70 and was restored starting at Torcon 2.
Torcon 2 published the order of only the first three places in each category, leaving the order of the later finishers sometimes in doubt.

- "Patron of the Arts" by William Rotsler [ Universe 2, 1972]
- "Basilisk" by Harlan Ellison [F&SF Aug 1972]
