Anything from a slan shack to a 4* hotel. A Venue is a building or complex of buildings whereas a Locale is a city, state, province, country or continent.
Generally we try to have article on any venue which is of more than casual importance to fandom: Simply having held a series of conventions at it is normally not enough, we'd prefer that a Venue be associated with more than one convention, or be distinctive enough that it's especially remembered (like the Purple Hotel) even if the memory is a bad one (e.g., Hotel Commodore).
