To frank is to send material through an apa mailing that wasn’t created specifically for that purpose — it might be con fliers, a genzine, fan fund ballots, etc., or anything else the sender thinks might interest the apans.

Whether franked material counts toward minac depends on the apa, but it usually doesn’t.

Occasionally, the term is used in regard to other types of fannish mailings, such as sending non-con-related material out with Progress Reports.
