Balticon 28 was a convention held at the Hyatt Regency Hotel, Baltimore, MD, Easter weekend, April 1-3, 1994. The GoHs were Mercedes Lackey, Larry Dixon, and Duane Elms and the FGoH was Sue Wheeler.

The chairman was Betty Bowers.  

Mary Rosenblum won the Compton Crook Award for The Drylands. Holly Lisle was the previous year's winner.
