The Chairman Speaks was a 4-page single-issue fanzine/circular[1] issued by Dave Newman as chairman of the BSFA at some point between Cytricon IV and the first issue of Vector so likely late-spring or early-summer 1958.
Newman called for a BSFA membership fee of £1 (20/-), a relatively high sum[2]. He also apologised for the BSFA's silence since Cytricon IV, the 1958 Eastercon at which it had been created. Shortly afterwards Newman would move from Liverpool to Bournemouth and largely disappear from fandom.
