Do you mean the British Amateur Press Association, the non-fantasy or fannish UK APA founded in 1890.

The British Amateur Press Association (BAPA) was a comics APA in the UK founded in 1977 following a proposal from Phil Greenaway in the letter pages of the comics fanzine Bemusing. Its first mailing (under the name PAPA, the first initial standing for 'Prime'[1]) was circulated in January 1978. Greenaway was the first Central Mailer and his successors included Steve Green. It was disbanded in 2004 with a final one-off mailing in 2005.
