Dorothy 'Dot' Ratigan, a London fan active in the 1950s and 1960s. She published the apazine Satan's Child for OMPA.
She was married to Jim Ratigan.
A note on the surname: contemporary fan publications used both 'Ratigan' and Rattigan'. Rob Hansen theorises that the former is correct as this is the name used on Satan's Child and presumably Dorothy typed this herself. However an issue of Eye co-edited by Jim uses the name 'Rattigan'.
