L. E. 'Dick' Bartle was a UK fan from Staffordshire active in the 1940s and 1950s. He was a member of the Science Fantasy Society (SFS) and Science Fantasy News #3 reported that he would be managing the SFS Contact Bureau:
For the present, the 'C.B.' will be available for SFS and BFL members only, and will be used to introduce them to U.S. and Dominion fans (and we hope, those in other countries) for the purpose of correspondence and trading. Dick is already in touch with the (U.S.) International Science Fantasy Correspondence Trading Club, has several other contacts, and would like other members to send him addresses that might be useful.
In 'I Remember Me' (Mimosa #11, 1991), Walt Willis examined his correspondence files for 1953. L. E. Bartle was among his many correspondents for the year, suggesting he was a reader of Hyphen, although sadly we've no idea what he said.
He is listed in the Directory of Science Fiction Fandom for 1955 but not for 1956.
