Bill Panter was a fan from Kettering, UK, active in the 1950s. In 1952, he became co-founder with Denny Cowen of the Kettering Astronautics Society.

He is listed as a member of the Supermancon in 1954 and he chaired the first Cytricon in 1955, but in common with the other Kettering fans did not attend any of the subsequent Cytricons and seemingly disappeared from fandom.
