Arthur R. (Doc) Weir was a relative newcomer to fandom when he died (he was a reader with a large collection, but only discovered fandom while in his 50s) but in the short time of his involvement he was active in a number of fannish areas, and the Doc Weir Award was created in his honour. He spent his entire life in Gloucestershire, UK.
In April 1971 Darroll Pardoe published Arthur Rose Weir -- Memorial Anthology, an 18-page, one-shot fanzine in his honor.
