Thom Penman was a fan from South Shields near Newcastle, UK active in the 1970. He was a member of the Gannets and was described by Ian Williams in Maya #1 as 'another young fan from South Shields with a great variety of interests and a weird sense of humour which is apparent from one of his pieces in this issue.' He was also associated with Ratfandom.
He contributed to fanzines including Fouler, Maya and The Turning Worm.
He was a member of Seacon '79, the 1979 Worldcon.
He was not related to fellow Gannet Ian Penman.
