Jerri Bullock was a fan artist and member of the Fantasy Artisans and was editor of their section of Frank Dietz's Science, Fantasy, and Science Fiction. There is a brief biography of her in Science, Fantasy, and Science Fiction #4, p24. She seems to have been active in the late 40s.
