James. H. Gilmour was a UK fan from Leeds active in the 1930s. He was a member of the Science Fiction Association (SFA), joining around July 1937. In the schism of Leeds branch of the SFA he was part of the 'SFL' faction.
Gilmour was also “technical advisor” to the Leeds Rocket Society.
