H. B. Pedavitz was a fan from Salford near Manchester, UK active in the 1950s. He was a member of the Nor'west Science Fantasy Club. Sadly, we know no more and even the name may be a typo as H. B. Pedovitz seems more likely, not that it gets us any further.
