Wilson Shepherd was a very early fan living in Alabama who was founder of the ISFG, and general manager of its successor the TFG. He was an early associated of Don Wollheim in Shepherd & Wollheim, Publishers. He also published the early fanzine Fanciful Tales with Wollheim. He seems to have gafiated in the late 30s after Shepherd & Wollheim, Publishers broke up, moving into the AAPA, a mundane apa.
