A Yiddishism that came into fandom, as well as American English, via Mad Magazine. It mostly means “crazy” or “stupid,” as in, “I can’t get the hang of that ferschlugginer hitchie.”

A Mad-word; "a sort of clean dirty word". From Yiddish "far-schlogner", which we may translate "all beat up".

Alternatively Furschlugginer. A second possible derivation would consider it a portmanteau-wor from Ferschimmelt (moldy) and meschugginer (insane).
