Pat Simpson was a British fan likely from the Gillingham area active in the 1950s. She was a member of the Medway Science and Fantasy Club and attended the Medcon in 1953 where she was one of the credited with artists.
(There's a general assumption with UK fans of the 1950s that they're male unless there's evidence that they're not. This doesn't seem unreasonable as the reality is that the majority of active fans in the early 1950s were male. However, an article on the Medway group in a local newspaper in October 1953 describes Pat Simpson as a 'short-hand typist'. While this involves a different kind of gender assumption but it seems more likely that somebody so employed in the 1950s was female.)
