Jack D. Doggett was a UK fan from London active in the 1940s and the 1950s. A 'J. D. Doggett' attended the Whitcon of 1948 and the Loncon of 1949, and was a member of the Science Fantasy Society (SFS). There's an assumption here that this is the same person as the Jack Doggett whose column 'Fantasy Archives' for the fanzine Space Times looked at early works of fantasy fiction.
