John Dee was a UK fan active in the 1940s. He attended the Loncon of 1949.

He was also the author of two 'Purely Personal' columns in the second and third issues of Science Fiction News although oddly he wasn't a member of the Science Fantasy Society and he isn't mentioned elsewhere. It's possible that 'John Dee' was a pseudonym for some other fan but that's pure speculation and sadly there's nobody left who we can ask.
