Dr Ian R. Innes was a UK fan from Aberdeen in Scotland active in the 1940s and 1950s. He was a member of the British Fantasy Library (BFL) and the Science Fantasy Society (SFS).

Operation Fantast #7 (December 1950) said that he was:

... interested in contacting people ACTIVELY studying dianetics in UK, with the object of forming an association for mutual benefit.

The SFS membership list gives his initials as 'I. R' in Science Fantasy News #2 and 'H. R.' in #5. Operation Fantast confirms the name 'Ian'.
