The All-Eastern Science Fiction Conference was announced in [Fantasy News V5#20] (November 10, 1940) to be held May 4, 1941 in Newark, NJ. No GoH was announced.
So far we have been unable to find any evidence that it was actually held or that it was cancelled. It does look like it might have been something like an early Open ESFA.
