Under the Hugo rules, "No Award" (sometimes punningly personified as "Noah Ward") is always a choice on the final ballot and, if No Award comes in first or if more people prefer No Award to the putative first place winner, then No Award wins and no Hugo is awarded in that category that year.

No Award has won five times betwen 1959 and 1977, four times in the film category. In the Rabid Puppies crisis, it was used as a form of scorched-earth self-defense tactics five times in the 2015 Hugos and twice in the 2016 Hugos:

For Worldcon Site Selection, if No Award wins, the site selection decision is thrown to the WSFS Business Meeting and all hell breaks loose the BM is responsible for selecting the site.
