San Francisco's poor showing during the fannish inquisition at Smofcon 9 in December 1992 triggered the formation of the Hawaii in '93 bid. Other opposition included Phoenix in '93 and Zagreb in 1993. In the end, though, San Francisco won and went on to run ConFrancisco.
