To vote in Worldcon site selection, a voter must be a member of the administering convention and must join the Worldcon being selected, paying a fee to become a supporting member Most voters want to attend and so, after the winner is announced, pay a conversion fee to convert their supporting membership into an attending membership.
The cost is usually simply the difference between the cost of the two memberships, though for a period of 3-4 months after it is selected, most Worldcons give a small discount to voters who also pre-supported their bid. Many, but not all, Worldcons give a free conversion to attending member for voters who were Friends of the Bid.
