M. E. Allen was a UK fan from Hounslow in west London active in the 1940s. He attended the Whitcon of 1948 and was a member of the Science Fantasy Society (SFS).
The SFS membership list in Science Fantasy News #2 gives his initial as K, while in #5 he is M. Frankly we're only guessing that that this is the same person who attended the Whitcon.
