Pemmi-con 2023, the 15th NASFiC, was a convention held July 20–23, 2023, at Delta Hotels by Marriott Winnipeg and the RBC Convention Centre in Winnipeg, MB, Canada. It was the first NASFiC to be held in Canada. WSFS holds a NASFIC in years when Worldcon is outside North America, in this case, Chengdu Worldcon in China.

Guests of Honor: Dr. Philip J. Currie, Julie Czerneda, John Mansfield (in memoriam — he died April 19, 2023), Waubgeshig Rice, Nisi Shawl and katherena vermette. Ghost of Honor: Lorna Toolis; Toastmaster: Tanya Huff. Chairs: Robbie Bourget and Linda Ross-Mansfield. Pemmi-con was sponsored by Cansmof.

The Winnipeg in '23 bid was unopposed at the 2023 NASFiC Site Selection at Chicon 8 in 2022. Pemmi-con conducted the 2024 NASFiC Site Selection, in which Buffalo in 2024 was unopposed.
