Same as legal length of paper -- 8½x14 inches. The root word is "regal", not "regular". This format was adopted because the long stencils and paper were cheaper per square unit of letterage, and stenciling time was supposed to be reduced. Collectors object to it because it doesn't fit into filing places well.
