James R. Wiggins was a UK fan from west London active in the 1940s. He was a member of the British Fantasy Society, joining in November 1942. His address in Twickenham, about two miles from Teddington, means he may have been a member of the Cosmos Club but that's pure speculation.
He is not listed in the Directory of Anglo-Fandom of 1945.
