Frank Parnell was a UK fan from Ipswich active in the 1950s. He was a member of the Science Fantasy Society (SFS).
He does not appear in the Directory of Science Fiction Fandom for 1955.
Frank H. Parnell collaborated with J. T. McIntosh as 'Gregory Francis' on a number of stories. It's unclear if this is the same person.
