Mr. Highly Magnified Woggle-Bug, Thoroughly Educated, aka H. M. Woggle-Bug, T.E. (Highly Magnified and Thoroughly Educated), is a character in the Oz books by L. Frank Baum. This drawing by John R. Neill is from The Marvelous Land of Oz (1904), in which he first appears.

Speer took this up enthusiastically when Tuck tagged him with it, tho, being one of the few fen of his generation not brought up on the Oz books, he didn't know its source till recently.
