Attending Member

An Attending Member of a Worldcon is a full member with the right to attend the Worldcon, vote in the Hugos, and Site Selection, attend and vote in the WSFS Business Meeting and do just about anything else. (Typically the only thing not included is any food function such as a banquet that the convention may hold.)
