For most apae, the OE does the collating by himself with the aid of whatever nearby fen he can muster and mails the result to distant members, but in apas that are adjuncts of a local club, such as APA-L at LASFS, most contributors pick up a copy in person.
OE is usually an elected position. Some OEs serve for designated terms, but others simply go on until they get tired of it or die.

In fan APAs he is also the mailing manager; and in addition to this may (in OMPA) keep track of the membership and activity credits or even (in SAPS) be the only functioning officer in the club. He always has considerable discretion as to what, besides prescribed material, shall be included in the Official Organ. In well-regulated clubs the OE's expenses come out of the general treasury.|
