In conrunning, staff usually refers to people who take responsible roles and are often recruited in advance of the convention (and hence are not routine volunteers or gophers), but who are not in charge of an area or in a policy-making role (see concom).

A basic (but not universal) distinction is that staff members show up at the con and perform their roles, whereas concom members are heavily involved in the advance planning.
