Robert Sacks was a New York conrunning fan and gamer who was a fixture at the WSFS Business meeting. His activity at the BM made him enemies -- he talked a lot and advanced many foolish and quixotic motions. He was one of those fans for whom the written rules were more important than what they were intended to achieve. Yet because he was always well-meaning and had the Worldcon's best interests at heart, he was frequently despaired of, but never hated.
He was a perennial Worldcon bidder, who ran the losing Nieuw Amsterdam in 2004 and New York in 1989 bids.
He organized a D&D APA, APA-Dud and a computer apa, Mentat. He was also the target of the hoax over The New York Feud, a supposed apa.
For years he tried to gain membership in the famously divisive Lunarians (the main New York club), but was turned down at least three times, in spite of being one of the club's harder workers.
