A hoax bid also known as Roadkillcon which promised to run the Worldcon somewhere along wikipedia:Interstate 95 Highway in the Eastern US. It did not file and was not on the ballot of the 1995 Site Selection, but after UK in '95 (Intersection) won somewhat unexpectedly and without tested procedures for such a contingency in place, in the subsequent day's chaos of selecting the 1995 NASFiC it was allowed on the ballot in spite of not having real facilities; it came in second as a protest vote after the only serious but often misindentified contender.
