Bill Evans was the name used by Maryland chemist William Harrington Evans for his SF activities. He received a Ph.D. in physical chemistry from Oregon State University in 1947. He married Buddie McKnight, the first wife of Jack McKnight (thus becoming close friend Bob Pavlat's step-father-in-law.)

With Pavlat, Evans edited/published the Evans-Pavlat Fanzine Index during 1952-1959. The issues were collected and published in 1965. With Bob Peterson, he produced Index of Science Fiction Magazines, 1926-1948. With Ron Ellik he co-authored The Universes of E. E. Smith (1966) for Advent:Publishers, Inc.. The dustjacket of this book stated that Evans started reading science fiction magazines in 1930.

With Francis T. Laney, Evans published Howard Philips Lovecraft (1890-1937): A Tentative Bibliography (1943).

Evans was a member of First Fandom and the Washington in '77 Worldcon bid. He was Hugo administrator for Constellation. He was a member of FAPA and served as Secretary-Treasurer.
