Balticon 31 was a convention held at the Omni Inner Harbor Hotel, Baltimore, MD, Easter weekend, March 28-30, 1997. The GoHs were Glen Cook, Frank Kelly Freas, Laura Brodian Freas, and Mike Stein and the FGoH was Samanda b Jeude & Don Cook.

The chairman was Sue Schroeder.

Richard Garfinkle won the Compton Crook Award for Celestial Matters. The previous year's winner was Daniel Graham.
