The convention program typically includes all of the program items (panels, speeches, plays, discussion groups, etc) for which program participants need to be scheduled. It typically does not include fixed function (e.g., Hucksters, Art Show) and may or may not include big evening events.
At-con, the program is managed by Program Ops.
