Evan G. Phillips is a fan who was active in the Baltiwash are in the 1970s and 80s. He worked on Disclave and was the person who led the creation of the Discave. He discovered fandom while in college (1972-1976) via the Penn State Star Trek group. Their annual "Babel Night" inspired his invention of the Discave.
