Guest list is an ambiguous term. It sometimes means "the GoHs", but sometimes it means "all of the people who will be on the program" -- an important difference, since there are rarely more than a few GoHs, but, depending on the size of the convention, there may be 50-500 people on the program.
Usage is not consistent and must be deduced from context.
