The Tulsa (OK) in '88 Worldcon bid seems to have been serious. It was talked about in 1983, but did not last long having folded by the 1984 Worldcon due to hotel problems (their main hotel went bankrupt and their secondary hotel closed and had missed its re-opening date) by Worldcon in 1984 and did not appear on the site selection ballot.
